About Us

NOAH, or Naturally Occurring Affordable Housing, is the collaborative procurement of older multifamily units at risk of gentrification that are placed rent covenants to preserve affordability. By ensuring rents do not rise more than the Consumer Price Index annually, the affordability of these properties is preserved for the those earning below area median income.

1917 Housing’s NOAH Project combines these fundamental principles with the social service elements offered by local non-profits to create a pipeline from homeless shelters back into conventional housing markets. Our approach has the dual effect of reducing the number of people in homeless shelters and, more importantly, offering below-market rental rates that reduce the likelihood of our neighbors experiencing housing insecurity in the first place.

Jay Rinehart

Principal

As a lifelong resident of York County, SC, Jay has always loved real estate, in all its facets. He grew up in the business from the age of 6 and received his license at age 18. Jay has been involved in every part of real estate from development of lots, to build-to-suit development, sales of residential and commercial property, and construction and property management. He has served as the 2020 National Association of Realtors Region 4 Vice President.

Craig Mc Iver

Director

Craig is the Director of NOAH Project, leading the day-to-day activities related to all aspects of the affordable housing mission. Prior to joining 1917 Housing, Craig worked in financial services consulting in Charlotte where he developed an array of skills that lend themselves well to the dynamic & novel nature of naturally occurring affordable housing development. Craig holds a bachelor’s degree in Economics from Salisbury University and a master’s degree in Business Analytics & Information Management from Purdue University. In addition to his directorship of NOAH Project, Craig serves on the Board of Directors for Inkululeko, an educational & vocational non-profit serving underprivileged communities in his native South Africa.
